NAESB Certification Program for Standards:

The North American Energy Standards Board (NAESB) offers certification of software products and software solutions to demonstrate their compliance with a particular set and version of NAESB standards. Certification is an activity that many standards organizations and associations undertake. Certification enhances credibility, awareness of the standards, and is a tool that can be used by implementers of the standards, product developers and companies buying the software services, solutions or products. As a tool, the certification program can be used as a quick and inexpensive independent checkpoint to ensure that the key elements of a set of standards have been provided. The NAESB Certification Program enables companies requesting certification to determine whether their software product or software solution meet specific criteria defined in NAESB standards. The program is voluntary and confidential. Certification can be performed for single products or software solutions using specific versions of the NAESB standards. Similarly, implementers of the standards and companies buying the software services, solutions or products use certification as part of their purchasing decision process.

The NAESB Certification Program utilizes a self-certification format where an officer or principal of the company seeking certification has reviewed the appropriate Certification Check List, certifies under oath that the software product or software solution meets the minimum requirements, and certifies that his or her answers are accurate and truthful. The Statement Under Oath is modeled on similar statements made under Sarbanes-Oxley. Accordingly, NAESB does not warrant or guarantee that certified software products or certified software solutions comply with its standard, perform as intended, or comply with representations made by the vendor or manufacturer. The certified software products and software solutions can display NAESB Certification Mark provided by NAESB on the documentation for a period of two years, after which re-certification is required.

Process for Certification Program of Standards:

If your company has a software product or software solution and would like it to be certified by NAESB, the process begins with the submission of an application and payment. Each product or solution certified requires a separate fee. Each standard and version certified requires a separate fee. The next step is to download the appropriate Certification Check List, review it carefully, and determine whether your software product or software solution meets the minimum requirements. The final step is to execute a Certification License Agreement provided by NAESB that includes a Statement Under Oath completed by an officer or principal of your company. Although the NAESB Certification Program is a self-certification program, several individuals offer their services as an independent certifier. The scope of their evaluation and separate fee are negotiated directly with the certifier. There is no requirement to retain an independent certifier. Upon approval of a completed Certification Check List, Certification License Agreement, and Statement Under Oath, NAESB will provide a Certification Mark to identify the product or solution as meeting the requirements of the standards and version certified under. The Certification Mark may be used for a period of two years, after which re-certification is required for continued use.

Pending NAESB Certification Program for FERC eForms Vendors:

Discussions are underway about the possibility of supporting FERC and the industry through a certification program for vendors and/or software products/solutions. A potential certification program could assist form filers in making determinations as part of their purchasing decision process as well as assist vendors by providing an additional level of credibility. Any developed certification program would be voluntary in nature. If you or your company are interested in more information, please contact the NAESB office.

In the interim, the following list of vendors have notified NAESB of their intent to provide software solutions or services to assist the industry. Vendors wishing to be included in the list are directed to contact the NAESB office.

If you or your company are interested in becoming an Accredited Certification Authority, the process you would follow is described in the Board Certification Committee Authorized Certification Authority Process. The Authorized Certification Authority Requirements can be found in the NAESB Accreditation Requirements for Authorized Certification Authorities. Upon receipt of the documentation outlined in the Board Certification Committee Authorized Certification Authority Process and annual fee, NAESB will post the documentation and add you to the list of Independent Authorized Certification Authorities.
